The Department of Economic Security, Division of Benefits and Medical Eligibility, is seeking an experienced, highly motivated individual to join our team as a Benefits and Eligibility Supervisor with the Benefits Support Team in the Arizona Simplified Nutrition Assistance Program, Employee Benefit & Overpayment Unit (AZSN EMP OP Unit). The Benefits and Eligibility Supervisor plays a significant role in overseeing the engagement of the BES Seniors completing Overpayment Packets and the workload. In addition, responsible for reviewing completed Intentional Program Violation Packets (IPV) for suspected fraudulent cases and Overpayment Compromises (OPC) for households who are unable to repay their Nutrition Assistance claim. Other responsibilities include training, supervising the daily workload of the staff, evaluating staff performances, and conducting quality control, error management, and prevention in eligibility services programs, including conducting case reviews. As well as evaluating accuracy, timeliness, and productivity utilizing quality and quantity data, identifying error trends, and implementing corrective action plans. Furthermore, the Benefits and Eligibility Supervisor is responsible for ensuring the Overpayment Packets, Overpayment Compromises, and IPV disqualifications meet timeliness and federal guidelines. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties: Essential Duties and Responsibilities include, but are not limited to: - Review the accuracy of benefit determinations based on the established Federal and State rules, regulations, policies, and procedures for Nutrition Assistance, Medical Assistance, and Cash Assistance (TANF) of FAA employees who are currently receiving public assistance benefits. - Review the ABAWD workload report, provided monthly by FAA Systems, to ensure BES Seniors are making the correct eligibility decision. - Review the workload for AZSNAP participants to ensure the eligibility determination process is timely and accurate for participants 65 and older. - Monitor the Employee Benefit email inbox to ensure documents are being uploaded and questions are answered within 24 to 48 hours by the BES Seniors. - Ensure that BES Seniors attend Fair Hearings as a representative on behalf of the agency to testify to the accuracy of the department's OP, IPV, and OPC claims. - Collaborate with other departments, such as the Office of Accounts Receivable and Collection Team (OARC) and the Office of Special Investigations (OSI), when evidence is found of client-caused overpayments. - Train, supervise, and evaluate the performance of assigned staff; assign and adjust workloads. Implement regulations or policy changes that affect the unit's day-to-day operations. - Ensure the timeliness and accuracy of services delivered; identify and resolve existing and potential problems according to agency policies and program goals and objectives. - Evaluates staffing needs, participates in hiring panels, and makes recommendations for effective use of personnel resources. Knowledge, Skills & Abilities (KSAs): Knowledge of: - Knowledge of Federal, State, and agency statutes, rules, and regulations applicable to the area of assignment. - Program development, administration, and service delivery related to the program or programs in the area of responsibility, which may include employment services, eligibility, provider, and/or social services. - Program services used to conduct quality control reviews. - Fundamental leadership practices. - Automated systems and software. Skills in: - Written and verbal communication to explain and interpret Federal and State laws, statutes, rules, regulations, and guidelines applicable to the area of assignment. Ability to: - Provide technical assistance to staff. - Access, maintain, review, and interpret database information. - Compile and present program information. - Establish and maintain cooperative working relationships with internal management and staff, and with a variety of external stakeholders. - Identify, analyze, and evaluate situations or problems to determine appropriate courses of action. - Analyze laws, regulations, and policies to ensure all programs and activities are in compliance. Selective Preference(s): The ideal candidate for this position will have: - Three (3) years’ experience performing eligibility work with DBME/FAA. - High school diploma or equivalent education.
