Fractional Chief Technology Officer

Job Description: • Stand up cloud governance, Azure structure, RBAC, policy, audit logging, monitoring/alerts • Modernize and build maintenance track for various databases and internal applications • Establish engineering guardrails, SDLC, CI/CD, code review, secret management • Publish a pragmatic 6–12-month roadmap with milestones and owners • Responsibilities own architecture and security posture across Azure • Build long-term posture and planning of maintenance and evolution of SQL databases • Define engineering standards: branching strategy review, environments, releases • Introduce automated security controls (Secret Scanning, SAST, dependency scanning) • Formalize role boundaries between IT operations vs engineering executive reporting: posture, risks, remediation progress, and roadmap status • Review and refine existing IT function operations and build structure, progress, governance and risk management for endpoints and physical networks Requirements: • 10+ years' experience in IT and engineering leadership/architecture • Strong Azure governance and security experience • Regulated/healthcare experience strongly preferred • HIPAA/PHI experience • Demonstrated experience modernizing legacy systems • Ability to operate as a hands-on fractional leader.
